Unlocked: briefing civil servants on the key to developing successful policy and practice ideas

Last week, Head of Strategy (Performance) Ellie Covell presented to this year’s cohort of Unlocked graduates about the essential steps in developing successful policy and practice ideas.


Unlocked’s two-year Leadership Development Programme provides university leavers with prison officer training, and includes the opportunity to write a policy paper which will be delivered to the Justice Minister. Policy subjects last year included mental health in prisons, prison leadership and officer wellbeing.


The presentation was followed by a Q&A session, in which the graduates could learn more about how to make an impact on policy.


Ellie has extensive experience in developing policy and practice ideas, having contributed to Crest’s policy outputs, including drafting Crest's Swift, Certain and Fair Justice report, and leading on work with police forces to develop recommendations for better management of demand.
