As former policy lead for the Troubled Families Programme, and an inspector of Rotherham Metropolitan Borough Council’s response to child sexual exploitation, Sarah has unparalleled insight on social justice, anti-social behaviour and victims’ issues, and senior government experience. She has specialised  in strategic policy development across a range of social and criminal justice areas 
 
Sarah is Crest’s Director leading the delivery and management of strategy, research and insight reports, and leads Crest’s work on serious violence.

Key achievements

  • Policy lead for the Troubled Families Programme from its original set up in 2011 and author of several reports into the needs and circumstances of families with complex problems.

  • Member of the inspection team and principal author of the inspection report into Rotherham MBC and its handling of child sexual exploitation.

  • Author of groundbreaking report into the needs and circumstances of families  bereaved by murder and manslaughter including proposals for a victims law – which now has all party support.
